"I voted against this report as I have a number of concerns with the EFSI Plan and I believe that many of its provisions are fundamentally flawed.
The plan contains no provision in which to boost public investment, and for the most part the EFSI is a pilot project dressed up as a structural fund. There is no real increase in funds being made available. It is simply picking up money that the European Budget and the EIB had already allocated to attract private investment, weakening its legal framework and thereby increasing the exposure of public resources in the interests of the private sector.
The EFSI, with sufficient political will and a commitment to boost public investment, could be used as a positive tool for much needed investment. Unfortunately, no such commitment has been displayed and as it stands this project is merely style over substance."@en1
