lpv:spoken text	"This report represents the European Parliament’s position on a draft Council Implementing Decision which determines the date (1 September 2013) from which designated authorities and Europol have access to the Visa Information System (VIS). This technical report in itself is uncontroversial, as the implementing decision merely confirms legally the date from which the Member States’ designated authorities and Europol have access to the VIS under certain conditions, that access having already been established in the VIS Regulation. Therefore I voted in favour of the report."@en1
