"The EU has always worked to marginalise the death penalty and establish a moratorium on its use. However, it is worrying that the long-term decline in the number of executions worldwide has been reversed in the past few years, with 2013-2014 showing a 23% increase in the number of executions. Given that several nations which practice the death penalty have been in receipt of European aid to fund anti-narcotics programmes, there is a real concern that executions could, in essence, have been funded by the EU. It is imperative that we increase the transparency of this aid package so that we can rest assured that European money is not underwriting the continuing use of the death penalty, as this would be an affront to our European values and a contravention of EU guidelines on the death penalty, as well as Article 2 of the Charter of Fundamental Rights of the European Union and Protocols 6 and 13 of the European Convention on Human Rights. By extending our oversight, the Commission can allow European taxpayers to rest easy, knowing that their money is not being used to fund state-sanctioned killing. Therefore, I voted in favour of this resolution."@en1
