"Mr President, the Commissioner gave some detail on the aid that is available to Libya, including some additional EUR 100 million. That is in addition to already existing programmes. Can you confirm, Commissioner, that this generous aid going forward will be connected to guarantees on such important issues as freedom from persecution and discrimination for Christians and other religious minorities? Secondly, under Colonel Gaddafi, Libya armed the Irish Republican Army – terrorists who were responsible for thousands of deaths and many victims who are still living in Northern Ireland with trauma and injury. Speaking to the Northern Ireland Affairs Committee in Westminster, a UK Government minister claimed that GBP 900 million of Libya’s frozen assets in the UK could not be used as compensation for these victims because that contravened EU law. Can you confirm if this is the case? If so, will you work with the victims of Libyan-sponsored terrorism in Northern Ireland to remove the barriers to appropriate compensation and right a terrible wrong?"@en1
