"Mr President, more than half a million people reached Europe this year via the Mediterranean and nearly three thousand have died crossing the sea. It is not only a humanitarian crisis but also a security crisis. The recently launched naval Common Security and Defence Policy mission to combat smuggling is welcome. However, we need a comprehensive response to the complex problem that we are facing. As long as there is no unity government that can exercise its legitimate authority over Libya, the situation is likely to deteriorate even further. The EU must put in more effort and support more actively the UN-led dialogue process. Libyans want and deserve peace. They should not be held hostage by a small minority that seeks to win this conflict by military means. Regional cooperation should be encouraged in place of destructive interference. We call on external parties to strictly respect the arms embargo and fully support the UN-led dialogue and the draft agreement on the table. The EU must remain fully committed, without taking any sides, to assisting the Libyan people, resolving the crisis to achieve peace and helping them to build strong government institutions."@en1
