"Mr President, we now know that up to half of the savings that we have seen – apparent savings that we have seen – in emissions from cars have come from faulty testing, which means of course in effect that half the saving has not actually existed. This is a terrible indictment on the systems that we have in place. Of course it is unfair on consumers, but it is also unfair on policymakers because we have to rely on the facts in order to make the laws that we put forward. I am very confused by some of the comments I have heard – particularly from my conservative opponents – stating that they recognise the problem that we are all talking about, but they do not want to put the tools in place to actually deal with it. It is absolutely incumbent on the Commission to act at European level, because we have to take European action in order to hold individual countries’ industries to account. We need independent testing; we need in-use surveillance testing; and we need real-driving emission (RDE) standards as part of that. We cannot wait any longer. Commissioner, forgive me, but I do not feel a sense of urgency from you yet. We need that urgency."@en1
