"Mr President, this is an ongoing issue. We do not know how big it is or how far it will spread and we need to be clear what went wrong before proposing new legislation. We should not be too hasty here. But one thing is clear – even if our air is not anymore – and that is that huge damage has been done to consumer trust. Millions of consumers have been misled. Many chose diesel models specifically for their lower emissions and for their fuel efficiency. They have been treated with contempt and now face recalls, inconvenience and increased running costs as a result. We know that manufacturers have been gaming the test for some time. We know that the tests are not up to scratch, and consumers know the manufacturers’ claims do not stack up either. And the Commission now is working on new testing legislation, which we are looking forward to seeing, but this should not be sneaked through in delegated acts. It needs proper parliamentary scrutiny. The issue is too big to do anything otherwise. In this House we are constantly told, by those who do not like the Transatlantic Trade and Investment Partnership (TTIP) agreement, that the US is some sort of regulatory Wild West where anything goes and there are no rules at all. Yet it was the US regulators that found this, not the Europeans. Why were our regulators asleep at the wheel? Maybe we should start looking to the US for help on this. This scandal resonates across the Atlantic and it also shows the need for regulatory coherence, which is a key part of TTIP. One final plea here: let us find out what happened before rushing into legislation. That is the only way we will get better legislation. Please, can the Commission not use this to justify another power grab?"@en1
