"Madam President, this is obviously a very complex issue but I want to talk about it very simply from my perspective as the rapporteur for the report on national emissions ceilings, the vote on which will be at the next session of plenary in a couple of weeks’ time.
The information that has come before us in the last few weeks could, you might think, have thrown us into disarray. Far from it. The reason for that is that we know all about this. The only bit that is a surprise is quite how devious and criminal Volkswagen has been, but we know that the testing does not work. In fact, one of the first things that happened to me as rapporteur was a presentation from the Commission which set out quite graphically, in numbers, how it had not been working over the last three iterations of Euro standards.
So this is no surprise to anyone. Maybe – and I want to emphasise that I am being ironic here – I am the only Member who is actually pleased that this has happened. I am pleased because now everybody is talking about one of the major issues, one of the major scandals, that we need to deal with. Indeed, we have highlighted in the Committee on the Environment, Public Health and Food Safety (ENVI) our dissatisfaction with real-driving emissions, with the type approval as it currently stands, and we have put into our report that we expect the Commission to come up with new proposals on type approval that actually work in real life, immediately.
So it is with some disappointment that I listen to Ms Bieńkowska because, while she is not personally responsible, she would have had the opportunity here and now to have been able to ..."@en1
