lpv:spoken text	"Along with my colleagues in the Socialist & Democrats Group I voted in favour of this report as Greece has been very affected by the consequences of the on-going financial and economic crisis. Greece is currently in difficulties when it comes to co-financing EU investments such as European Structural and Investment Funds. The modification does not imply any changes in the EU budget's annual ceilings for commitments and payments. Instead, the plan will mean frontloading payment appropriations. In this sense it is budgetary neutral over the 2014-2020 period."@en1
