"I was pleased to support this recommendation concerning ratification by ILO Member States as regards Articles 1 to 4 of the 2014 Protocol to the ILO Forced Labour Convention, which relate to judicial cooperation in criminal matters. Despite being adopted in 1930, over 80 years later the ILO estimates that at least 20.9 million people are victims of forced labour globally. The 2014 Protocol aims to address gaps in the Convention’s implementation and requires Member States to develop a national policy and plan of action for the effective and sustained suppression of forced labour. In addition it details concrete measures Member States must take to prevent forced labour e.g. educating and informing people and ensuring relevant legislation applies to all workers and all sectors of the economy. Particularly positive are the provisions concerning the victims of forced labour who, under the Convention, must have access to remedies, such as compensation, and the fact that competent authorities are entitled not to prosecute victims for unlawful activities that they have been compelled to commit."@en1
