"Mr President, within Parliament, the S&D Group has a position paper defining our priorities on the Energy Union, which are now becoming legislation with the summer package. As a Group, we came up with several messages.
First, the Energy Union needs to facilitate the transition to a sustainable decarbonised economy, based on energy efficiency, renewable energy and smart infrastructure. The Energy Union will need to ensure security of supply, enhance the creation of high—quality jobs and develop new export markets through further investment in research and innovation.
Finally, we want the Energy Union to guarantee secure, stable and affordable energy for European industries and citizens, with a particular emphasis on job creation and – an issue close to my heart – tackling energy poverty among our most vulnerable citizens. In Europe, recent studies showed that only 12% of the most vulnerable consumers are put on the lowest energy tariffs. In its communication on the summer package entitled ‘Delivering a New Deal for Energy Consumers’, the Commission highlights the need for targeted, effective assistance, reflecting best practices in the energy field, as well as for EU-wide data collection and monitoring of energy poverty.
