"The aim of this report was a better matching of skills and qualifications with demand and job opportunities: the measures proposed to reach this aim were mainly labour market reforms to increase flexibility and mobility. Thus, while the report mentions the need to improve existing training programmes and vocational training, considering the different experiences of EU countries, as well as anticipating future skills, it also treats unemployment as a frictional matter whose fault lies on the insufficient mobility or motivation of workers – for whom strengthened irresponsibility and entrepreneurial education are prescribed.
Trade Unions are only mentioned as ‘employee’s organisations’ and all the measures are organised around the ‘needs’ of the market. Causes of unemployment are individualised and workers faulted, while, in contrast, employers are to be provided with a great variety of incentives. As this was very much a market orientated approach as opposed to a citizen approach, I voted against this report."@en1
