"I voted in favour of the Deutsch report, which outlines key steps that are vital to a strong cohesion policy: improving public authorities’ administrative capacity, improving cross—border cooperation and thinking about the post—2020 policy. However, a lot depends on how Member States use these funds. In my country, the government tends to blame the EU when there is bad news about the economy. What they don’t mention is that EU cohesion investments helped maintain stability in our regions during the economic crisis, when national public and private investments declined. Take the West Midlands, where the GBP 640m in ERDF and ESF funds invested between 2007 and 2013 have been key for some parts of the region, where public sector cuts had a disproportionate and adverse impact, and have helped 12,000 people to get a job. What the government also doesn’t mention is that it caused huge delays in getting the funding agreed, stealing valuable time for local businesses to apply for money. And although 750 000 young people are out of job in the UK, the government chose not to implement the Youth Guarantee, instead using EU funds for a Youth Contract that delivered less than 13% of 160 000 promised work placements."@en1
