"Madam President, I think this is a very important topic. Firstly, I think we should be looking at how we actually make European law. In that regard, I welcome the new Commission’s ambition to have less red tape and to be more relevant to our treaties; and that can dovetail with Mr Cameron’s desire for reform. I think one thing we should look at is when amendments or proposals are put down that are matters of subsidiarity, no matter how popular or desirable they are, we should have a mechanism that would allow us to strike them out straightaway. That would improve matters a lot.
Secondly, in the application of European law, as some of my colleagues have said, there is too much gold-plating going on and, of course, the European Union gets blamed as a result. That is something we should try and avoid as well.
Finally, the cost of application and implementation is far too high. I believe in the Common Agricultural Policy (CAP) it is something like EUR 4 billion per year. That is something we should certainly look at."@en1
