"Mr President, I wish to thank the Commissioner and Minister for their responses to the oral question, but unfortunately it is just not enough. There is a worrying trend developing in the EU and one which is rapidly undermining our existing standards in creating a race to the bottom. The spread of zero-hours contracts, mini jobs and bogus self-employment is becoming a real threat to existing rights and it needs to be stopped. It is very easy to pass the buck and say it is an issue for national governments; something to be resolved at national level. But the truth is that it is just not happening. Nothing is being done and the situation is getting worse. For example, recent statistics have shown there are now an estimated 1.8 million zero-hours contracts in the UK, an increase of nearly 20% in the past year alone. Given that the majority of people on these contracts have been with their current employer for over a year working on average 23 hours a week, does the Commission not understand that these contracts threaten the standards created to protect workers? Why are we allowing a system where people – often young, often women and often close to the poverty line – are expected to work full-time hours when it suits the employer but given no protection or guarantee of employment in return? It is not sustainable, and it certainly is not fair. They still have to feed their kids and pay their rent. We constantly hear, and we did tonight, about the need for flexibility in the employment market. But, Commissioner, this is outright abuse and the problem is spreading. So let us not pass the issue off by saying it is just a problem for Member States to deal with. Let us look at action that can be taken at all levels. I fear if we do not address this issue now it will continue to spread and our achievements to bring social justice and employment rights for all will sadly be a thing of the past."@en1
