"Mr President, I want to thank Martina Dlabajová for her excellent report on creating a creating a competitive EU labour market for the 21st century. This really deserves our support. The progress of the report has not been easy, and I would like to pay tribute to the rapporteur for her constructive and positive enthusiasm to reach agreement. It is a good example of why, just because something is difficult, we should not give up. It is worth fighting for, and it has produced very worthwhile ideas which are concise and targeted and can add real value to the employability and prosperity of people. I will focus on just a couple of areas in particular: entrepreneurship and work—based learning. The report highlights the need to remove bureaucratic obstacles with which SMEs are confronted and enable them to achieve their full job—creation potential. It highlights the need to promote an entrepreneurial mindset in Europe: the need for institutions to be more business—friendly and to support young people in transforming their ideas into successful business plans. It also recognises the importance of fostering work—based learning – apprenticeships – as the alternative route to employment. I was very privileged to visit the Goodwin Group in Stoke-on-Trent last Friday. It is an engineering company established in 1883, and they believe that a radical new approach is needed to raise the level of the individual worker to the standard required for the future. So they have built their own state—of—the—art training school with a centre of excellence for 125 engineering apprentices. The majority of training is in the form of one-to-one placements, and it leads to a variety of worthwhile and fulfilling careers within the group – a great example of matching skills with demand and creating really good job opportunities."@en1
