lpv:spoken text	"The purpose of this own—initiative report was to examine the urban policy challenges for EU policy makers and to propose ideas for the improvement of the coordination and the coherence of EU urban policy. The report proposed a bottom-up and partnership approach in urban policies, under a new model of multilevel governance that would enhance the participation of cities, towns and their representatives in the shaping of urban related policies and in management and governance of programmes supported by EU funding. Many of my groups GUE-NGL amendments were included in the final text in order to improve vital parts of it. It was for these reasons that I voted in favour of this report."@en1
