"Madagascar in the Indian Ocean has a unique ecology, flora and fauna. Accordingly, I believe that it is essential that special protection should be given. This fairly standard agreement allows 94 vessels to plunder Madagascan waters, and quite frankly, is the exact opposite of what this delicate eco structure requires. Hence, I voted against this report."@en1
