"The file does have some merits especially when it comes to investing in sustainable small-scale fisheries and socio-economic development. As Guinea Bisau is a developing country it has an underdeveloped monitoring and surveillance system for fisheries and hence there is a significant problem with illegal fishing, especially by large Russian and Chinese trawlers. The agreement states it will help develop surveillance. There is acknowledgment of the importance of gathering data on catches and conservation. However it can be argued that the agreement does not go far enough in the context of securing and guaranteeing employment for local fishermen on-board EU vessels, it more or less states that opportunities for it employment should be exploited. There is also a risk of EU vessels from larger fishing fleets who will exploit this opportunity. With the positives and negatives in mind I abstained."@en1
