lpv:spoken text	"Mr President, the ECR Group recognises the practical value of regional development funding and supports efforts to ensure it is spent more efficiently. This sixth report clearly calls for more to be done there. It is not a clean bill of health. I and others in the group are not wholly convinced that there is as full an understanding as there should be: this funding is not a revenue substitute, nor is it intended to be for more than a third of a century, as has been the case. Furthermore, I do not believe that part of the agenda behind the – in other respects unobjectionable – urban policy is desirable either, especially – and I quote – ‘to improve the democratic legitimacy of the European project’. Best practice and cooperation – yes. I welcome those elements; but new layers of control towards a federal project – no."@en1
