"Madam President, before the customs union existed, businesses trading within Europe faced a mountain of paperwork and different levies at every border. The single market, through its common customs code, has removed costs, which has helped to boost trade and drive economic growth. However, a breach at customs in one country, especially false or fake goods, can have repercussions across all 28 Member States – and that affects consumers.
This report updates a framework which was first set in 1997. It will make it easier for those in our ports and airports to check that goods really are what they claim to be. Parliament’s approach has been to simplify and speed up mechanisms for combating customs fraud without adding unnecessary and repetitive bureaucracy. Member States remain responsible for initial investigations, and it is only when that fails that the Commission comes in. On that basis, I support this report. However, a common approach to customs code is not an indication that I would support common taxation on other matters. Taxation is, and should remain, a Member State competency."@en1
