lpv:spoken text	"I have voted in favour of this report because I believe that we should set ambitious targets for the circular economy. I feel, however, that it is important to emphasise that it is up to the Member States to deliver these, and too often the UK government has lacked ambition. I hope this report will encourage them to increase their efforts. The Scottish Government, in contrast, has pushed hard to achieve what it can within the powers it currently possesses. The government has already set ambitious targets such as aiming to recycle 70% of all waste by 2025; banning all biodegradable municipal waste going to landfill by 2021; and preventing any more than 5% of waste materiel going to landfill by 2025."@en1
