lpv:spoken text	"With my EPLP colleagues I voted against this report. Even though, this report represents the first step for the Parliament in the annual budgetary procedure. It sets out the Parliament’s broad aims and priorities for the 2016 budget. However, Labour MEPs note that the Commission’s proposal represents only +2.4% in commitments and +1.6% in payments as compared to the 2015 budget. This is, however, above inflation and not a position the Labour Party can support at this time."@en1
