"This is a timely report that provides a useful guide in reshaping the European Neighbourhood Policy. As Russia annexed the Crimea and invaded Ukraine, bullied Armenia into joining the Customs Union, and Libya was ravaged by Civil War, the ENP was left in a state of disarray by the end of 2014. Events in countries neighbouring the EU’s external borders affect all Member States and the migration crisis in the Southern Mediterranean is but one example of this. Reinvigorating the ENP and moving away from a ‘one size fits all’ model is imperative if its aims are to be achieved, and I am pleased that this report notes the need for more targeting and flexibility in its approach.
The report is particularly good in noting the role that can played by individual Member States via their existing bilateral ties with certain neighbourhood countries. In the Southern Neighbourhood the ENP will be particularly valuable in the fight against terrorism and in restricting the movement of foreign fighters who may pose a threat to Member States. I am pleased to vote in favour of this report and encourage the High Representative to take heed of its messages in reinvigorating the ENP."@en1
