lpv:spoken text	"On 10 January 2014, the Commission modified its proposal, but maintained Articles 31 and 32 of the Euratom Treaty as legal bases. In response ENVI adopted its position changing the legal basis once again, replacing it with Articles 168(4)(b) and 114 TFEU. Both our shadow rapporteur and the JURI committee, consider this approach to be inconsistent with the idea of maintaining the European Atomic Energy Community as a separate organisation responsible for the functioning of the nuclear energy sector. Therefore, the ECR shadow rapporteur believes that the original Commission proposal was sufficient and rejects the conclusions of this report."@en1
