"Mr President, as Cuba is opening up to the world, it is crucial that we take a strategic approach to relations that encompass all EU interests. So I welcome Mrs Mogherini’s visit to Cuba in March to spur on negotiations on the FTA. I hope that she and the Commission have the support of all Member States to push through a deal.
Commissioner, I was pleased to hear from you about the human rights dialogue. It is quite clear that embargoes did not really work to improve the human rights situation. I believe that perhaps the dialogue and the FDA could be a tool for incremental change, given that it can be an incentive to encourage change and will require Cuba to gradually liberalise fields like communications.
I believe we also need to look at geopolitics, and I am sure that our strategy takes into account Cuba’s relations with major players like Russia and China. Cuba signed an agreement with Moscow last year, allowing it to re—open intelligence facilities on its territory, while Beijing is one of its major trade and investment partners. Given that many EU interests in this context overlap with those of the USA, is the High Representative or the Commissioner exploring where there is scope for collaboration with the US?"@en1
