"Madam President, I want to commend the rapporteur on her very good work on the Green Employment Initiative report, which will help us realise the job creation potential of the green economy while ensuring that the transition does not leave working people behind.
I am disappointed that some groups appear to be attempting to water down important elements of the report, such as the commitment to creating quality, secure jobs. A just transition means ensuring targeted skills training is provided for workers and students, including workers dislocated from declining polluting industries in emerging green technologies. The new jobs created in the green economy should be decent, secure and well paid.
This Parliament should send a clear signal tonight that we want to see workers and their unions deeply involved in this process. Workers’ input should extend from the workplace level right up to the state level. This will help minimise dislocation and maximise the success of the economic transformation that we need.
Public procurement can also play an important role in the transition by including proactive environmental and social criteria. Any shift in taxation from labour to the environment should target the major polluters and aim at changing polluting behaviour. It must not be regressive taxation of consumers, which only hits the poorest hardest. This Parliament should also call on the Commission to ensure that the Just Transition agenda remains a strong part of its negotiating position at the COP 21 Paris climate summit."@en1
