"Madam President, let me start by thanking Claude Moraes for the good job that he is doing. The EU security agenda is a welcome framework in which to address the rise in organised crime, terrorism and cyber crime. Cross-border cooperation and exchanges of information must be strengthened, whilst upholding the right to freedom of movement and privacy for EU citizens. However, crime and terrorist activities are not confined within the borders of the EU. EU internal security and global security are mutually dependent and interlinked.
Radicalisation must not only be tackled at local and EU level, through community integration work and education and by having dialogue and anti—discrimination policies; it must also be tackled outside our borders, as the challenge we are facing also has origins outside the EU. Common security and defence policies play an important role in realising the EU’s security goals. The EU has never before faced such a convergence of security crises on its doorstep. Security and defence now matter more than ever. We need to stop talking about security: it is high time we started delivering security."@en1
