The report also supports participation of stakeholders and civil society, gender mainstreaming, capacity-building in public administration of partner countries and references to the UN Guiding Principles on Business and Human Rights and CSR. Crucially, the report also acknowledges that PPPs are not, and should not be, a route to privatisation, and governments retain the right to take over full management of such services."@en1
