"I voted in favour of the Zahradil report given it sets out a number of important recommendations on the use of Private-Public Partnerships, including many that were championed by my group.
These crucially include the need for the legal framework for PPPs to be reinforced towards the establishment of a clear, predictable and legitimate institutional framework supported by competent and well-resourced authorities, the securing of adequate human resources to enable the administration to properly design PPPs and oversee their implementation; and the need to undertake efforts to raise the capacity of public administration in developing countries.
Furthermore, it was key for my Group to underscore that transfer of risks should be well defined to ensure the balance between the risk for the private sector and the guarantees that need to be offered by the public sector, and to include reference to the implementation of the UN Guiding Principles on Business and Human Rights as well as principles of good governance, transparency, the consultation of stakeholders and civil society organisations, and the fight against corruption and fraud.
Finally, it is vital to ensure that future PPPs within the post-2015 development agenda, pursue poverty reduction and other sustainable development goals, and are aligned with partner countries’ national development plans."@en1
