"British Conservatives voted against Draft Amending Budget No.3/2015 (DAB3) relating to surplus for budgetary year 2014. While we fully support and welcome the return of surpluses to Member States through reduced contributions, we cannot support efforts by this house to undermine the financial regulation and create political links between this annual accounting exercise and the Commission’s demand for additional funding from Member States in order to finance DAB4/2015 (mobilisation of the EU Solidarity Fund). The Conservatives have always been clear that we want to see real budget discipline. Therefore we believe that the Commission should always try to finance the mobilisation of the solidarity fund by re-deployment. Instead we see here no effort by the Commission to find savings elsewhere in the EU Budget. The Rapporteur in today’s report establishes a link with DAB4/2015, pointing out that DAB3/2015 will reduce the share of GNI contributions from Member States and will therefore more than compensate their contribution to the financing of DAB4/2015. While Conservatives are in favour of adopting DAB3/2015, we will not support any efforts seeking to coerce Member States into accepting unconditionally the Commission’s demands for new money. For this reason, my colleagues and I voted against."@en1
