"Madam President, the rapporteur mentions in the report the individual choice to travel by car. I would just mention that for a lot of people it is more a necessity than a choice. I could mention myself. To travel from my flat to my office is a 35— or 40-minute drive, but it would take four or five hours on public transport, so by the time I got there it would almost be time to come home again. For many people that is an issue, and we should focus as well on trying to make cars more efficient, with a carrot – and not a stick – approach.
In terms of cross-border cooperation, this is great for countries which share a land border. It is great for countries where people are moving from one country to the other on a day-to-day basis. It will help them a lot, but I would just ask you to remember that the UK is pretty much an island, and so for the UK the cost of administering such a scheme and the harmonisation costs are very likely to exceed the benefits."@en1
