"I could not quite bring myself to vote for the European Fund for Strategic Investments (EFSI). Europe needs investment. Commissioner Katainen and colleagues are working hard to encourage investors and public/private partnerships can help. Knowing the European Investment Bank (EIB) has ʽskin in the gameʼ may reassure investors, especially in less secure parts of Europe.
But EFSI does take money from the Horizon 2020 science and research budget. Parliament amendments have managed to reduce the hit and to ring-fence frontier research. We have saved the precious ERC grants. The Commission has stated they will not cut basic science. They have said that more money will come into research through EFSI than before. This is extremely helpful.
But I know that many individuals in our research organisations are still worried, as are our universities. Horizon 2020 was not perfect – but it was negotiated through five years of consultation with front-line researchers from organisations large and small from all across Europe. It did have the confidence and support of scientists, so changing the rules has put a dent in their confidence. Sometimes policy does need to change, and EFSI may be better than Horizon 2020 but we must involve those on the front line much earlier on to keep their trust."@en1
