"Mr President, dear colleagues, many of you will know that EFSI is not a new concept for the EIB. They successfully carried out a programme of pilot project bonds in the last mandate, which demonstrated investor interest in their projects. They also showed the ability of the EIB to utilise leverage responsibly and transparently in order to facilitate private sector investment in European projects. A similar investment vehicle has recently been utilised by Switzerland, and it seems that long-term investor groups are keen to participate in well-chosen and well—implemented investment opportunities. We should be under no illusion that EUR 315 billion is only the first tranche of investments which the EU needs to collectively mobilise to achieve growth in its economies. However, this fund should facilitate billions of euros of private sector capital, from within the EU and across the world, to finance infrastructure, business and innovation. It seems that the Member States have already put forward more projects than can be funded using this project. I therefore welcome the new EU investment portal, as it enables long-term investors to identify further investment opportunities independent of EFSI."@en1
