"Madam President, I chaired the Parliament delegation that Mr Mann has just referred to and which was in Nepal two weeks before the earthquake struck. We know that there were disaster preparedness plans being implemented, but not across the whole country at that point. We know that those preparations helped save lives, but we nevertheless express our deep sympathy for all of those who lost loved ones, and indeed for the country as a whole.
It is a country, as we have heard, of real logistical problems in getting aid out: three main types of geography and three centuries in terms of development, as was once explained to me. Development needs support in terms of the main parties agreeing on the new post-conflict constitution and developing local government, which will be crucial for the reconstruction effort. That is estimated to be 50% of GDP. That GDP will be hit because tourism is the main source of income, followed by remittances. So the donor community needs to pay what it has promised, and we will be paying attention to that."@en1
