"The proposed resolution focuses on the various observations of the Supervisory Committee of OLAF with regard to possible malpractices within OLAF. There are a number of worrying aspects in relation to how OLAF operates. They are reluctant to provide the Supervisory Committee (SC) and the European Parliament with the necessary information to fulfil their respective mandates. There are also very few safeguards against arbitrary decisions in individual cases or against violations of procedural rights of suspects.
The Supervisory Committee tries to improve the quality of OLAF’s activities. This has not been welcomed by OLAF, but instead it has led to tensions between the SC and OLAF’s management, as the latter regarded the SC’s recommendations as interference. Moreover, there is an ongoing dispute about the question of individual cases: according to OLAF, information on individual cases cannot be shared with the SC, certainly not when investigations are still ongoing, but also when they have been closed, and it is difficult for the SC to obtain relevant information. This makes it very hard for the SC to do its supervisory work. It was for these reasons that I voted in favour of this resolution as it attempts to address these concerns."@en1
