lpv:spoken text	"I supported this report because I believe that such an agreement sends a strong signal about EU efforts to address climate change at an international level. Iceland expressed its intention to jointly fulfil its commitments under the second period with the EU and its Member States in 2009, and today we supported this. The EU has long been a driving force in international negotiations on climate change and was instrumental in developing the UN Framework Convention on Climate Change and the Kyoto Protocol. The Doha Amendment establishes a second commitment period from 2013 to 2020, with legally binding emission reduction targets which we already have under our 2020 framework. According to these, the EU, its Member States and Iceland are jointly committed to limiting their average annual greenhouse gas emissions to 80% of their 1990 emissions."@en1
