Since Iceland is not an EU Member State, the terms of joint fulfilment concerning its participation had to be laid down in a separate international agreement. The proposed Council Decision provides the basis for the conclusion of the Agreement between the European Union and its Member States, of the one part, and Iceland, of the other part, concerning Iceland’s participation in the joint fulfilment of commitments for the Kyoto Protocol to the UNFCCC."@en1
