"Madam President, I would like to thank Ms Gardini and Mr La Via. Unfortunately our translation failed but it sound very poetic in Italian, Mr La Via, so I was quite impressed with that.
37 out of 192 states have ratified Kyoto. That is only a small step; we have got to be doing much more. Talking of the notion of steps, I was sharing a platform recently with Christiana Figueres, the UN climate change negotiator, and she, quite presciently, said: ‘You do not win a marathon by taking only one step’. I can think of no better way of stating the obvious, which is that we have many more steps to take – but because a distance is far does not mean we should not be pushing as hard as we possibly can.
Right now, the Scottish Government have announced that they have failed to meet their ambitious climate change targets for the reduction of carbon dioxide. That is unfortunate, but we should in no way condemn them for it. Rather, we should ask them again how much more they can do to push forward. I am reminded again of a quotation which I think is appropriate: ‘When it is obvious that the goals cannot be reached, do not adjust the goals, adjust the steps’ – Confucius."@en1
