"There are some positive elements throughout the text, particularly the reference to fundamental rights and fair trials and the promotion of cultural diversity. However, there was there no mention in the report of the unfair treatment of upcoming artists and creators, and the immense dominance of large rights holders management companies or publishers who profit substantially from an intellectual property rights (IPR) enforcement frame. Many struggling artists have themselves complained about the dominance and unfair treatment from the big rights holder companies. Moreover, the report confers a lot of praise on the IPR Observatory, which itself has been under immense criticism from digital rights NGOs and citizens because of its lack of objectivity and its inclination to side with the big firms and right holders management companies. It was for these reasons that I abstained on this vote."@en1
