I have read this 14-page report, and there are two words that I just cannot seem to find anywhere in it: small business. The big problem with intellectual property rights is ensuring that big business cannot submit mountains and mountains of patents on every conceivable issue and then sue any small business which introduces something which happens to look a little bit like one of those patents.
