"Mr President, I appreciate and understand the intent of a solidarity crisis reserve. However, this Group did not support it at the outset: we felt that there might be a better, more equitable way to fund this provision. I have no problem with the lowering of the threshold for contributions, but rather I must express my concerns about the impact on producers in my own country. It is a country which, because of its farm structure, has fewer larger farms than most of the other countries in the European Union. That means individual producers – producers who are already hard pressed – will carry a greater burden of cost than average farmers. This is a contribution towards a fund which, historically, their own government has declined to access."@en1
