"Mr President, I congratulate the rapporteur for the fine work that he has done on this report, the shadow rapporteurs and all involved. It has been a pretty good way of working together. At the end of last year rumours persisted that the proposals for the merger between the school fruit and vegetable scheme and the school milk scheme faced the chopping block. While the desire for better regulation is of course to be welcomed, the Commission has not completely withdrawn the proposals but instead left them in limbo pending the results of an internal evaluation. I welcome the Commissioner’s comments on that today and I hope we do get a final resolution. While Parliament has decided to proceed with its consideration of the scheme, and I think rightly so, rather than pause knowing the carpet may or may not be pulled from under our feet, this is ultimately not a satisfying business that we have been involved in. I find the uncertainty disappointing. There are a number of elements of the Commission’s proposals that are to be welcomed. The merging of both schemes under a joint legal and financial framework could reduce the administrative burden on bureaucracy for the schools that wish to utilise the scheme. This is welcome news for many schools in my own constituency that are currently using the school milk scheme. Over 70% of nursery, primary, and special-education schools are making milk available to their pupils. And I think that is to be welcomed. We must ensure that the joint legal framework reduces red tape. For instance, I welcome amendments that would prevent schools from needlessly filling in two separate sets of forms in order to apply. At the committee stage I submitted amendments to broaden the scope of the dairy products that would also be included in the scheme, such as yogurts and cheese. I consider this to be very important for the dairy sector, not only in this current crisis. I also believe schoolchildren should be better educated about the supply chain – the fact that food just does not come off a supermarket shelf. I think it is very important that they are aware of the food chain. My group will be voting against. I personally will be voting in favour because I believe this to be a good report."@en1
