"Madam President, unemployment in my country and in my own region of the West Midlands has in fact been declining significantly over the last few years. Unemployment amongst the 16-24 year olds has been falling rapidly over the last year. Yet it edged down only slightly in the 3 months to March and, as a result, youth unemployment now stands at 15.9%, and the most recent figures from the CBI show that unemployment actually rose last month in the West Midlands. So whatever the statistics tell us, what I know is that we still have six and a half thousand 16-24 year olds unemployed in the city of Birmingham. So we need to take a very good look at what is, and what is not, successful. The Youth Employment Initiative has fallen very short of expectations. I find the Court of Auditors report very worrying and I particularly welcome the opportunity of an exchange of views with Iliana Ivanova, in the Employment Committee next week, on the ECA’s special report. If the Youth Employment Initiative is not having a positive impact, we should be looking carefully at why this is the case and, in a week when we see the better regulation package announced by Vice President Timmermans, let us make sure that we help SMEs, because that is where growth comes, and that is where jobs for young people will come."@en1
