"Madam President, firstly I warmly congratulate my colleague Kati Piri on this first report and recognize the very broad support she has in our Group, even if other Groups are not able to say the same in theirs. As for myself, let me be clear that I am someone who has argued over a long period for constitutional reform in Turkey, as reflected in paragraph 6 of the report. That does not mean a super-presidency, as proposed by some. Three weeks ahead of the parliamentary elections it highlights the danger of any one party obtaining a majority, which could threaten the need to win a cross-party consensus for any constitutional change. I note the recent survey showed 60% of the Turkish public is against adoption of the presidential system. Next, the Kurdish issue. The message for the European Parliament today for all parties is that the peace talks with the PKK must continue in good faith. Any question against this would be deeply ironic, given the importance of the Kurdish population in bringing security to the region. To those on the opposite side of this House who have argued against the opening of Chapters, let us address the unrest in the region, because surely this supports the case in the resolution for opening Chapter 31 on foreign policy. There is no strategy for promoting conflict resolution, counter terrorism, non-sectarianism and non-proliferation across the whole of the Middle East and North Africa that does not seriously include Turkey within its process. To those who are concerned about the new Gazprom deal announced between Russia and Turkey, which is by no means their first energy deal, I would say that this is an argument for opening the energy Chapter to secure Europe’s interest, and not to fight shy of it. Above all, any Member who is genuine in expressing concern about human rights and democracy in the country should join with us in calling for the opening of Chapters 23 and 24 on fundamental rights. If Europe really is open to Turkish accession it is these Chapters which should be open most."@en1
