"Mr President, I very much welcome the fact that we did actually postpone the final vote on conflict minerals and that it is going to trilogue. But I am deeply disappointed by the position adopted by the EPP and ECR groups on blocking mandatory due diligence across the supply chain for conflict minerals. They know as well as we do that we will be able to make sure the minerals in our smartphones, tablets and computers are not mined by men, women and children who are exploited like slaves in Third World mines only if all the operators involved, from A to Z, are covered by mandatory rules requiring them to check on the presence of conflict minerals in their supply chains. Otherwise, given that there are hardly any smelters or refiners in the EU, conflict minerals could continue to be sold to suppliers and manufacturers by smelters primarily based in China.
The position of these groups is all the more difficult to understand knowing that the proposed rules do not entail a high price to be paid by companies. Due diligence obligations are tailored to the company’s individual circumstances, size, leverage and position in the supply chain. They do not entail bureaucracy, and our group, the S&D Group, has proposed that micro—enterprises be excluded from this regulation."@en1
