"Mr President, I want to return to the behaviour of the Council, which has been quite appalling in this instance. It has been over five years, as previous speakers have said, since this directive went through the European Parliament. We, and a majority of the House, passed this, and the Council has quite simply ignored it; they have blocked it. There has been a very significant minority that has blocked the directive. One has to ask oneself why? Why has this been going on? Why have there been enough Member States to delay this for five years? The only conclusion one can sensibly come to is that there are members of the Council – Member States – who do not want this legislation, who do not want gender equality and who do not want to see pregnant women protected at work. This is not only unacceptable, as a point of view, it is actually very short-sighted, because the directive would allow women to enter the labour market, would boost our economic performance and would be very beneficial indeed for the whole of the European Union."@en1
