"Public aid alone is not sufficient to cover all investment needs in developing countries and so the European Parliament calls for the EU to set up, together with developing countries, a regulatory framework that stimulates more responsible, transparent and accountable investment, contributing to the development of a socially—conscious private sector in developing countries.
As the biggest donor of development aid, the EU has to play a leadership role in the Financing for Development process.
The EU and its Member States must recommit without delay to the 0.7% of GNI target for Official Development Aid (ODA), with 50% of ODA and at least 0.2% of GNI reserved for least developed countries, and present multiannual budget timetables for the scaling-up to these levels by 2020.
Domestic resource mobilisation is more predictable and sustainable than foreign assistance and must be a key source of financing. We are asking the Commission to enhance its capacity building assistance in the areas of tax administration, public financial management and anti-corruption, and the EU and Member States must actively crack down on tax havens, tax evasion and illicit financial flows."@en1
