"Mr President, I voted in favour of this report. I congratulate all of those who were party to the report. We have got to make it absolutely clear that, if we are serious about reaching the goals that we have set internationally, then a fundamental part of that has got to be around ODA development and the commitment of 0.7%. That is especially the case in countries which have not attained that, including my own. As countries move from austerity to growth, we do need to continue our relentless focus on increasing our investment in overseas development.
The second issue that is contained in this report, namely helping those least developed countries in having a larger percentage of the development budget, is very important as well. We have seen significant progress in some developing parts of the world; but still, in sub-Saharan Africa and elsewhere we have not seen that progress. I think it is entirely appropriate that we should use a larger percentage of the development budget in those areas to attain the kind of goals we need to see."@en1
