"I supported this report on indices used as benchmarks in financial instruments and financial contracts. We have all seen the impacts of unregulated benchmarks and how their manipulation can lead to serious negative consequences for consumers. This proposal aims to avoid conflicts of interest and ensure improved management and governance controls. By enhancing transparency it helps to ensure adequate protection for consumers and investors using benchmarks. No legislator can ever ensure that there will not be attempts to manipulate indices and defraud customers. However the enhanced package that we now have, allied to the deterrent effect of the fines totalling EUR 1.7 billion that were imposed on banks by the EU Commission for the manipulation of interest rate benchmarks, should improve the current situation."@en1
